Issue 65: Roundup should do jabber notifications

In addition to emails about bug changes, you should be able
to subscribe to a bot, perhaps
roundup@jabber.bigasterisk.com, and listen to bug changes. 
 Perhaps you subscribe to specific bugs only and the bot is
a transport: issue6@roundup.jabber.bigasterisk.com.  You
should also be able to IM this bot to make a new issue.  It
is likely that Hiss will be the backend for this project.
